Program Partners help turn ClaimKey from a token concept into a usable infrastructure layer. They may support intake workflows, evidence handling, awareness campaigns, victim guidance, intelligence development, risk analysis, compliance use cases or ecosystem distribution.
The Program Partner model is built around utility and ecosystem use. It is not designed as a passive investment program and does not create rights to profits, recoveries, claim proceeds, issuer assets, redemption or guaranteed liquidity.

Partners may acquire or receive ClaimKey for defined program use, access functions, contribution rewards, campaigns or partner workflows.

Partners may help expand awareness of protected reporting, responsible claim intake and fraud-victim support.
Build utility
Partners may help define practical use cases for ClaimKey across dashboards, access tiers, partner tools, reporting channels or evidence workflows.

```How Program Partners may use ClaimKey
```ClaimKey is a program token — not a deposit, not a bond, not a share and not a claim on recoveries. Program Partners may use ClaimKey within the ecosystem for defined utility and access purposes, subject to the Program Terms and their individual partner agreement.
- Accessing or unlocking approved partner workflows, dashboards, reports or program functions;
- Supporting whistleblower-related reward campaigns or evidence-quality initiatives;
- Supporting Claim Intake Reward programs for qualified claim registrations through ClaimBack Hub;
- Rewarding eligible internal or external contributors for accepted fraud-detection, AML, evidence or intelligence contributions;
- Participating in future membership, access, service or discount structures, where legally available and documented.
Claim Intake Reward principle
```ClaimKey may be allocated as a Claim Intake Reward for the qualified registration of a claim through ClaimBack Hub.
This reward is linked to the intake action itself — meaning the complete and eligible submission of a claim into the ecosystem workflow — and not to the claim’s economic value, enforceability, recoverability, monetization potential or ultimate recovery outcome.
Any review by EFRI or another partner is separate from the Claim Intake Reward and does not create rights to claim proceeds, recoveries, settlements or additional token allocations.
```Program Partner Allocation
```A Program Partner may agree to acquire, hold, use or receive a defined amount of ClaimKey as a Program Partner Allocation. The purpose of such allocation is ecosystem use, partner utility and program participation — not passive investment exposure.
Exact amounts, payment terms, use cases, lock-ups, restrictions, transfer rules, communication rights and reporting obligations are documented in a bilateral Program Partner Agreement or related documentation.
Any Program Partner Allocation remains subject to compliance review, applicable law, jurisdictional restrictions, sanctions screening, KYC/AML where required and the ClaimKey Program Terms.
```How partner commitments support the ecosystem
```Partner commitments, service fees, token-related proceeds or other ecosystem contributions may be used to support the ClaimKey infrastructure and related workflows.
- Development and maintenance of Whistle42 and ClaimBack Hub interfaces;
- Secure intake, document-handling and evidence-management infrastructure;
- Compliance, sanctions, KYC, abuse-control and fraud-prevention systems;
- Claim Intake Reward and whistleblower reward programs;
- Partner onboarding, documentation, legal structuring and ecosystem development.
No partner contribution creates a reserve, redemption pool, guarantee, repayment claim, profit right or entitlement to buy-backs or distributions.

What Program Partners do not receive
```- No ownership interest in the issuer, ClaimKey infrastructure, Whistle42, ClaimBack Hub, EFRI or any partner organization;
- No dividends, profit share, repayment rights, interest, redemption rights or guaranteed buy-backs;
- No claim on issuer assets, treasury assets, recoveries, settlements, damages or partner proceeds;
- No guaranteed liquidity, listing, price support or future market outcome;
- No right to influence whistleblower handling, claim review, case strategy, partner independence or legal assessment;
- No automatic right to future products, future rounds, future token structures or financial instruments.
